CWCREPRC_ENABLE is a system parameter that controls whether an unprivileged user can create a process on another OpenVMS Cluster node. The default value of 1 allows an unprivileged user to create a detached process with the same UIC on another node. A value of 0 requires that a user have DETACH or CMKRNL privilege to create a process on another node.
