SCH_HARD_OFFLD is a CPU bitmask system parameter. The bits correspond to CPU IDs. For any bit set, the OpenVMS scheduler does not schedule processes on this CPU unless the process has hard affinity set for the CPU. In addition, a process with the PRIMARY capability requirement will ignore the bit corresponding to the primary CPU. SCH_HARD_OFFLD is a DYNAMIC parameter.
