QUORUM.DAT is a file that enables a quorum disk to function properly. It is created automatically as a result of creating a quorum disk after the quorum disk watcher has booted into the cluster for the first time. This file is used on subsequent reboots.

The file is not created if the system parameter STARTUP_P1 is set to MIN
